Clarification regarding Age increase of WBCS Group A B C D

Introduction:

Finally the West Bengal Government has notified the increase of age with effect from 01.01.2017. Explanation:

First of all please keep in mind that Group A, B , C , D , as mentioned in W B Service rule is different from WBCS Group A, B , C , D though the name is same.

As per Service Rule the groups are classified as per pay rules, latest of which is ROPA (Revision of Pay & Allowances 2009).  Click here to see relevant pages of the rule WBS-ROPA-Rules-2009.

The Govt. of West Bengal abolished the system of classification of employees into Gazetted, Non-Gazetted and Fourth Grade Services vide GO No. 10606-F dated 25.09.1978 and grouping of services introduced. At present as per West Bengal Services Revision of Pay & Allowances, 2009, Government employees are classified as Group A, Group B, Group C and Group D in the following manner (Clarification regarding Age increase of WBCS Group A B C D):–

Group A – Government employees holding all posts in the pay band Nos. 4 and 5 with grade pay ranging from Rs. 4,400 to Rs. 10,000.
Group B – Government employees holding all posts in the pay band No. 3 with grade pay ranging from Rs. 3,200 to Rs. 4,100.
Group C – Government employees holding all posts in the pay band No. 2 with grade pay ranging from Rs. 1,900 to Rs. 2,900.
Group D – Government employees holding all posts in the pay band No. 1 with grade pay ranging from Rs. 1,700 to Rs. 1,800.

Now if we look at the services and post of WBCS Exam, Group A, B , C, D, you see that among them upto the post Chief Controller of Correctional Services of Group C , the grade pay is Rs 4400. So these are all Group A posts and services and age is increased to 36 for all these cases that is for Group A, B, C of WBCS. 

Following is the list of WBCS Group A, B,C posts….

(i) West Bengal Civil Service (Executive): (PB-4A) Rs.15,600/- to 42,000/- + G.P. Rs. 5,400/- Gross emoluments at the entry level : Rs.21,000/- besides D.A., M.A. and H.R.A. admissible as per rules.

(ii) West Bengal Commercial Tax Service : (PB-4A) Rs.15,600/- to 42,000/- + G.P. Rs. 5,400/- Gross emoluments at the entry level : Rs.21,000/- besides D.A., M.A. and H.R.A. admissible as per rules.

(iii) West Bengal Agricultural Income tax Service: (PB-4A) Rs.15,600/- to 42,000/- + G.P. Rs. 5,400/- Gross emoluments at the entry level : Rs.21,000/- besides D.A., M.A. and H.R.A. admissible as per rules.

(iv) West Bengal Excise Service: (PB-4A) Rs.15,600/- to 42,000/- + G.P. Rs. 5,400/- Gross emoluments at the entry level : Rs.21,000/- besides D.A., M.A. and H.R.A. admissible as per rules.

(v) West Bengal Co-operative Service: (PB-4A) Rs.15,600/- to 42,000/- + G.P. Rs. 5,400/- Gross emoluments at the entry level : Rs.21,000/- besides D.A., M.A. and H.R.A. admissible as per rules.

(vi) West Bengal Labour Service : (PB-4A) Rs.15,600/- to 42,000/- + G.P. Rs. 5,400/- Gross emoluments at the entry level : Rs.21,000/- besides D.A., M.A. and H.R.A. admissible as per rules.

(vii) West Bengal Food and Supplies Service : (PB-4A) Rs.15,600/- to 42,000/- + G.P. Rs. 5,400/-Gross emoluments at the entry level : Rs.21,000/- besides D.A., M.A. and H.R.A. admissible as per rules.

(viii) West Bengal Employment Service [Except the post of Employment Officer (Technical)] : (PB-4A) Rs.15,600/- to 42,000/- + G.P. Rs. 5,400/- Gross emoluments at the entry level : Rs.21,000/- besides D.A., M.A. and H.R.A. admissible as per rules.

(ix) West Bengal Registration and Stamp Revenue Service : (PB-4A) Rs.15,600/- to 42,000/- + G.P. Rs. 5,400/- Gross emoluments at the entry level : Rs.21,000/- besides D.A., M.A. and H.R.A. admissible as per rules.

West Bengal Police Service : (PB-4A) Rs.15,600/- to 42,000/- + G.P. Rs. 5,400/- Gross emoluments at the entry level : Rs.21,000/- besides D.A., M.A. and H.R.A. admissible as per rules.

(i) Superintendent, District Correctional Home / Deputy Superintendent, Central Correctional Home : (PB-4) Rs.9,000/- to 40,500/- + G.P. Rs. 4,800/- Gross emoluments at the entry level : Rs.15,960/- besides D.A., M.A. and H.R.A. admissible as per rules.

(ii) Joint Block Development Officer : (PB-4) Rs.9,000/- to 40,500/- + G.P. Rs. 4,700/- Gross emoluments at the entry level : Rs.14,930/- besides D.A., M.A. and H.R.A. admissible as per rules.

(iii) Deputy Assistant Director of Consumer Affairs and Fair Business Practices : (PB-4) Rs.9,000/- to 40,500/- + G.P. Rs. 4,700/- Gross emoluments at the entry level : Rs.14,930/- besides D.A., M.A. and H.R.A. admissible as per rules.

(iv) West Bengal Junior Social Welfare Service: (PB-4) Rs.9,000/- to 40,500/- + G.P. Rs. 4,700/- Gross emoluments at the entry level : Rs.14,930/- besides D.A., M.A. and H.R.A. admissible as per rules.

(v) West Bengal Subordinate Land Revenue Service, Grade-I : (PB-4) Rs.9,000/- to 40,500/- + G.P. Rs. 4,700/- Gross emoluments at the entry level : Rs.14,930/- besides D.A., M.A. and H.R.A. admissible as per rules.

(vi) Assistant Commercial Tax Officer : (PB-4) Rs.9,000/- to 40,500/- + G.P. Rs. 4,700/- Gross emoluments at the entry level : Rs.14,930/- besides D.A., M.A. and H.R.A. admissible as per rules.

(vii) Assistant Canal Revenue Officer (Irrigation) : (PB-4) Rs.9,000/- to 40,500/- + G.P. Rs. 4,400/- Gross emoluments at the entry level : Rs.13,400/- besides D.A., M.A. and H.R.A. admissible as per rules.

viii) Chief Controller of Correctional Services: (PB-4) Rs.9,000/- to 40,500/- + G.P. Rs. 4,400/- Gross emoluments at the entry level : Rs.13,400/- besides D.A., M.A. and H.R.A. admissible as per rules.

For rest of the posts (Clarification regarding Age increase of WBCS Group A B C D), that is Group D of WBCS, the grade pay is Rs 3900, which is Group B post as per pay rules, so the increase of age is upto 39 in these cases.

(i) Inspector of Co-operative Societies : (PB-3) Rs.7,100/- to 37,600/- + G.P. Rs. 3,900/- Gross emoluments at the entry level : Rs.12,270/- besides D.A., M.A. and H.R.A. admissible as per rules.

(ii) Panchayat Development Officer under the Panchayat and Rural Development Department : (PB-3) Rs.7,100/- to 37,600/- + G.P. Rs. 3,900/- Gross emoluments at the entry level : Rs.12,270/- besides D.A., M.A. and H.R.A. admissible as per rules.

(iii) Rehabilitation Officer under the Refugee Relief and Rehabilitation Department : (PB-3) Rs.7,100/- to 37,600/- + G.P. Rs. 3,900/- Gross emoluments at the entry level : Rs.12,270/- besides D.A., M.A. and H.R.A. admissible as per rules.

So as per the relevant Govt. Orders, all services and posts under WBCS Group A,B,C comes under “”GROUP A” post and all services of WBCS Group D post come under “GROUP B”category.

Finally the new maximum age of WBCS Exam  is 36 years for Group A,B,C and for Group D it is 39 years, as published by the Govt. . The reserved category students will get age relaxation as usual. There will be no bar in number of attempts, as of now.
