1. Number of vacancies (which changes every year). If the vacancy is low then cutoff will be very high.
2. The quality of students who appear. Quality of students proportionally increases the cutoff marks.
3. The standard of questions set in question papers. Higher the standard, lower the cutoff.

As you can see that only passing the written cutoff is not enough, you need to to have good marks to be finally recommended for services as it is not possible to  very high marks in interview.
Also, please see that —

1. Cutoff for WBCS Gr B is higher than Group A.
2. Cutoff for OBC B is higher than OBC A
3. Difference between group A and C cutoff is about 240 marks indicating a highly scoring optional subject is needed to be chosen where you can score 240+ ( we recommend 280+) out of 400.
