ABOUT DIRECTORATE OF EMPLOYMENT, WEST BENGAL
The Employment Service came into existence in India under the stress of post World War mobilisation. Till the end of 1946 Employment Service facilities were restricted to mobilisation service personnel and discharged war workers. In 1947, consequent upon the partition of India the Employment Services were called upon to deal with the resettlement of large No. of displaced persons from Pakistan, Cylone, Nepal, Burma etc. with the effective co-ordination of uniform policies & guidelines issued by the Directorate General Employment & Training under the Central Govt. on the recommendation of Sri Shiva Rao Committee setup by the D.G.E.T., New Delhi, the structure of the organization and diversification of its functions in the field of Occupational Research, Vocational Guidance and Employment Market Information changed. As per the recommendation of the Committee the day to day administration of the organization was handed over to the state Governments which started from 01-11-1956 but the guidelines of the D.G.E.T. for smooth running and functioning of the Employment Exchanges throughout India still exist.

Vocational Guidance
With the object of seeking Employment and self Employment, the unemployed Youths approach the Exchanges for assistance. After they report to the Exchanges, the Youths are suitably guided to choose their careers as per available tools in the Exchange. The pre-registration guidance talks are delivered to the willing candidates for registration. After this discussion with homogeneous groups of applicants are held according to their education level & experience for jobs under the leadership of Employment Officer (V.G). A running record of group discussion is maintained in VG-64.
In this way, other items of individual Information, Individual guidance (Counseling), Counseling Interview, case studies as required are carried out. Besides these career talks in Schools, Colleges are delivered to disseminate Occupational information for which running records in VG-66 is maintained. In this respect, State Vocational Guidance Unit situated at the Directorate helps in getting the up-to-date dissemination of Information Publishing career Literature, pamphlets etc.
Registration Work
After Pre-registration and the Group discussion the willing candidates are allotted specific standardized codes, commonly known as N.C.O. (National Classification of Occupational based on their educational, Training or experience certificated produced. During registration individual Ration Card and age proof certificate of the candidate is a must and the candidate must have to report in person. Then the candidates are supplied with relevant Bio-data Forms (X-1) at the concerned counter of the Exchange. The candidates fill up those forms with the instructions of the Employment Officer or Supervisor instructed with the Job. If the Bio-data filled in by the candidates are found to be O.K. they are registered in the Exchange inserting Sl. No. (Registration Number) against a specific Code (N.C.O) by issuing Identity Card (X-10B) to them. There after the details of the registrations done every day are written in a permanent Register called X-63 having all details of the candidates with signature of the Employment Officers. After this job all the Bio-data forms (X-1) of the candidates are properly filed/kept in a steel or Wooden Cabinet as available.
Vacancy Work
In the year 1959 COMPULSORY NOTIFICATION OF VACANCIES ACT (C.N.V. ACT) was enacted by the parliament under which all Employers having total No. of Employers of at least 25 No. in the Private Sector are required to notify the vacancies in a standard format arising at their establishments to the nearest employment exchange at least one week before the recruitment. All establishments under the Public sector are required to notify the vacancies (in a standard format) to the Exchange.
After receipt of the vacancies at the Exchange the same are entered into a vacancies order register (X-64) as early as possible to take submission action. After this the vacancy Officer (Employment Officer dealing with the vacancy) selects from live register/cabinet, suitable candidates on the basis of registration, age, qualification, seniority of registration and as well as maintaining the existing rules of submissions.
According to requisition of the employer, the candidates are called up at the Exchange to seek their willingness through X-43 forms. After taking the candidates willingness, verifying valid renewal, age, qualification etc. the list of such willing & suitable candidates generally in the ratio 1 : 20 is sent to the Employer within the schedule time as far as possible. In some cases the candidates (selected) are also guided to appear before the selection committee on a specific dates as desired by the Employer.
If no reply is received from the Employer after a considerable time from the date of sponsoring, the Employers are contacted over telephone or by letter to get the result of selection as well as seeking the duplicate list of submission to be sent back by them after authentication. Those candidates who get Employment are requested to report their respective office to struck off forthwith their names and registration from the Live Register and a placement report is sent to the Govt. accordingly.
Renewal of Registrations
Registrations of the candidates are renewed at the Exchange after they report with the individual Ration Card & the Exchange Registration Card. At present the validity of registration of any candidate is 10 years. Any person on behalf of any candidate can renew the registration on production of original Ration Card & the Exchange Identity Card (X-10B) of the candidate. Renewal are also allowed on medical ground and on production of medical certificate from the concerned authority.
SESRU (Self Employment Scheme for Registered Unemployed)
With a view to assisting the registered candidates, Govt. of West Bengal has introduced a self Employment scheme from 1985. There are some eligibility criteria of the scheme. The usefulness of the scheme is that there is no educational bar for seeking employment assistance under the scheme as compared to all other self employment schemes being utilized through other agencies in the State.

Employment Market Information (EMI) Programme
After enacting of Compulsory Notification of Vacancy Act 1959, the rules for implementation of the Act is also known as CNV Rule 1960 was passed by the Govt. of India. The rule states that the concerned employers have to notify the vacancy to their respective and nearest Employment Exchanges. Besides they have to render returns regarding their Employees details and any recruitment in a quarter-year made by them in the form ER-I & ER-II within a schedule time. ER-I return relates to the quarterly reports and ER-II reports bi-ennial period (one year for public sector and two year for private sector)
In order to enforce the implication of the Act the State Government in West Bengal has earmarked more than 30 Employment Exchanges throughout all over West Bengal called EMI (Employment Market Information) unit who collect the information in ER-I and ER-II forms. Barrackpore Employment Exchange is one of the 30 Employment Exchanges who also serve the purpose of EMI unit in the district of North 24 Pgs. The Directorate of Employment compiles the information of the State called SEMI (State Employment Market Information) units and sends its report to the D.G.E.T (Director General of Employment & Training) New Delhi. Thereafter D.G.E.T compiles SEMI units information received from all over States of India basis and sends its report to the Planning Commission of India for publication. The data of EMI such collected helps the Planning Commission of India for allocating financial resources and as well as policy making in the five year plans for the economic, social, cultural, educational, employment generation and development of the whole country.
Unemployment Assistance Scheme
Since the Left Front Govt. came into power in the year 1977, this scheme was introduced for the registered unemployed youths in the year 1978. There is some eligibility criteria under the such scheme wherein each eligible unemployed youth registered his name with his respective Employment Exchanges as unemployed are paid Rs. 1,800/- in 3 years. Subsequently the scheme was postponed and revised in 1985 while it was decided to pay Rs 1,200/- to each eligible candidate. Thereafter the scheme was again revised and it was decided to pay Rs. 2,500/- as one time lump sump amount to each eligible candidate. That revised scheme of Rs. 2,500/- was once paid in 1999 and thereafter kept in abeyance as yet.
The establishment of Sub-Regional Employment Exchange, Barrackpore has been functioning in two different premises, one at Shantibazar (ph no. 25920051) and the other at Mondalparab (ph no. 2592-0050) near Barrackpore Station.

Procedure Followed by Employment Exchanges in Sponsoring Candidates, Registration etc.
Employment Exchanges under Directorate of Employment of Labour Department, Govt. of West Bengal are entrusted with the registration of job seekers and sponsorship of names against notified vacancies along with other work viz. Vocational Guidance, collection of Employment Market Information, Self-Employment Programme. As per provision of Employment Service Manual and also instructions issued by the Govt. of West Bengal vacancies are notified to the Employment Exchanges following the Employment Exchanges (Compulsory Notification of Vacancies) Act and Rules made there under.
As per executive instruction of Govt. of West Bengal (circular no. 5120(60)-L.W. dated 17.10.77) issued by the Chief Secretary to the Govt. of West Bengal all vacancies arising in the State Govt. establishment, its undertakings and Local Bodies where recruitment are not made through Public Service commission are by way of normal promotion or by absorption of personnel declared surplus by Government shall as a rule be filled up through Employment Exchanges. Recruitment of teaching staff of Govt. aided Secondary Schools including Junior High Schools and Madrasah are presently made through School Service Commission by way of calling application through Newspaper Advertisement, Holding Competitive examination and Interview periodically every year.
Primary School Teachers vacancies are presently also filled up through District Primary School Councils calling candidates particulars registered in the respective District Employment Exchanges having minimum Madhyamik Passed or equivalent qualification along with Junior Basic Trainings or its equivalent from a Govt. recognized Institutions.
Similarly, the vacancies of Sub-Inspector of Police and Sergeant particularly in Kolkata Police are now filled up directly by the Police Department Head Quarters giving vide publication in the daily newspaper etc. holding examinations and Interview followed by standard physical fitness criteria for Police personal recruitment as per rule.
Vacancies in Kolkata Constable Police, West Bengal Police (Constable) and Armed/Unarmed police (Constable) are filled up by calling particulars of suitable and willing candidates from respective areas of Employment Exchanges subject to standard physical fitness and measurement required for recruitment in Police force as per rule.
Selection Procedure
1. Names of unemployed persons are forwarded to the employers by Employment Exchanges generally in order of seniority of registration i.e. to say on the basis of the length of the period of enrolment. Idea is that where other factors and requirement in respect of qualification are identical priority in the matter of sponsoring is to be given to those candidates who enroll their names earlier unless they are already been given adequate chance of sponsorship or are already employed in comparable scales.
A) In Case of Central Govt. Vacancies
Selection may be made in accordance with minimum qualification as prescribed. Applicants having higher qualification may also be considered on the basis of common seniority of registration. In case the employer prescribed the desirable qualification for the post and indicated clear preference for applicants possessing higher qualification or experience of particular type only such applicant who possess desirable qualification or experience, as the case may be, should be sponsored.
B) In Case of State Govt. Vacancies
The selection process starts with minimum requirement. An applicant having desirable requirement/qualification may be considered only when he is within the zone of consideration on the basis of concurrent seniority of registration.
Legality of sponsorship based on essential qualification has also been upheld by the Hon’ble High Court in an order dt. 22.11.90 passed by His Lordship Hon’ble Mr. Justice Manoj Kumar Mukherjee in C.O. No. 5412(W) of 1989 (Directorate of Emp. No. 1R-106/89/20498-605A dt 09-09-1991). 1R-179/90
Candidates belonging to reserved categories may also be sponsored against unreserved vacancies if they fall within the purview of selection on the basis of their concurrent seniority of registration.

Principle of Rotational Exclusion
While selecting candidates for sponsoring against vacancies, a candidate has to be excluded from selection for a period of one year/two years if he/she already gets sponsorship for less than three times/more than three times respectively. This principle of rotational exclusion is applicable only in case of surplus category candidates that means where the number of suitable candidates are large in the Live Register.
Ratio of Submission Against Notified Vacancies
Following procedure are observed:-
a) Against one vacancy names of 20 candidates are sponsored (Directorate of Employment serialized Instruction No.2/90).
b) For every 20 names sponsored ratio between able-bodied candidates and physically handicapped candidates should be 18:2 (Directorate of Employment No.3E-3/Mid/94/10284-374A dt. 3.4.95).
c) For vacancies for Police constable (State Govt.) Names should be sponsored at the ratio 1:15 (Directorate of Employment Serialized Instruction No.2/90).
d) Beneficiaries of any self-employment scheme launched by State Govt. or Central Govt. should not be considered against any vacancy. (Directorate of Employment Serialized Instruction no.4/85).
Crucial Date for Determining The Age of Candidates While Making Selection
The last date upto which employment exchange is asked to submit the names in each case. (Employment Exchange Minutes 6/86).
The principle should be applicable in case of Central Government Vacancies as well as vacancies circulated by Central Employment Exchange.
In case of vacancies under Govt. aided Private Schools, State Govt., its undertakings and Local Bodies age should be calculated as on the first date of the year of recruitment. (Directorate of Employment Serialized Instruction No. 1/95).

Procedure for allowing original seniority of registration in respect of alternative occupation
When an applicant originally registered at an Employment Exchange is re-registered for another occupation on acquiring additional qualification or experience, he/she is allotted a new registration number retaining the previous occupation as an alternative occupation with seniority from the date of original registration.
Suppose a candidate registered himself/herself in the year 1990 as M.A. passed when a registration No. of 1990 was allotted to him/her. In the year 1995 he/she added his/her B.Ed. qualification or other experience. Their he/she would be registered in the year 1995 as B.Ed. passed candidate and he/she old registration seniority of 1990 as M.A. passed candidate and benefit of registration for M.A. qualification would be allowed to him/her w.e.f. 1990.(Employment Exchange Minutes 3/83).

B. Activities under the Directorate of Employment
B.1 Placement Activity
The Directorate of Employment through its network of Employment Exchanges used to act as the premier placement agency mainly for non-PSC vacancies arising in state Government establishments and undertakings. The scope has been reduced following decisions by the judiciary directing compulsory open advertisement for filling up of vacancies. Such placements have further been reduced as the vacancies are now being filled up through Service Commissions.
Meanwhile, job opportunities in the private sector have been outpaced those in the State sector creating, among other things, some skill mismatches, or a demand and supply gap, in the employment market.
Employment Bank aims primarily at enhancement of placement opportunities of the job-seekers and secondarily at removing the skill mismatch.
B.2 Skill Development Initiatives of the Directorate
I. Scheme for Skill Development for the Registered Job-seekers.
a) Skill development training is provided to the job-seekers registered with the Employment Exchanges for at least 2 years and who are not less than 20 years of age, in Institutes enlisted under the Scheme on some specified courses. Government bears 50% of the course fee or Rs. 5000/- whichever is less and the remaining portion of the course fee is paid by the trainee.
b) Mock Tests for various competitive examinations are organised free of cost to make the job-seekers aware about their strength & weaknesses
c) Special Coaching for various competitive examinations are organised free of cost to help the job-seekers prepare for such examinations
d) Career Corners equipped with career related books and magazines at all Employment Exchanges (except Raniganj and Barrackpore Employment Exchanges).

e) Test of Competencies & Certification - Most of the Workers working in the Unorganised sectors acquire their skill informally and do not possess any certificate in support of their skill. This activity targets enhancing employability of such group by certification of their skill after a test of competency.
f) Development of Persons With Disabilities - First the ‘Residual Mental and Physical Abilities’ of the persons would be assessed and then on the basis of that assessment special skill training would be provided to them through enlisted institutes.

II. Skill Training for the Domestic Workers
Objective of the activity is to develop / upgrade the skill of such individuals in handling various domestic appliances through a 3-days ‘proshikkhan shibir’ and promote awareness regarding safety, first-aid etc. among them. Stipend of an amount Rs.100/- per trainee per day is provided.
III. Skill Development for the Workers in the Locked Out Industries
Skill of the workers, who were provided with financial assistance under the FAWLOI scheme of the Directorate of Labour, would be upgraded with an objective to make the workers of the locked-out industrial units of the State employable.
An amount of Rs.12, 000/- per worker (maximum) will be paid by the Government towards cost of training. The incumbent will not bear any portion of the course fee.
IV. Special Coaching for the aspirants of the Defence jobs
Objective of the initiative is to enhance the placement rate of the youth of the State by providing guidance and training to the aspiring youth through Residential Training Camps of 5-days duration prior to the “Recruitment Rallies” or selection tests conducted by the armed force.

B.3 Self Employment Promotion Initiatives
Udiyaman Swanirbhar Karmasansthan Prokolpo (USKP)
The Government of West Bengal introduced a new self- contained scheme successor to SESRU -85, called “Udiyaman Swanirbhar Karmasansthan Prakalpa (USKP)-2008” and also “Udiyaman Swanirbhar Karmasansthan Joutha Prakalpa (USKJP)”, where it involves more than one recipient of subsidy.
The objective of the scheme is to assist validly registered unemployed youth to take up economically viable projects by providing subsidy from the State Government and credit on easy terms from banks and financial institutions. Under the USKP, a loan amount up to Rs.50,000/- per person is provided to the registered unemployed youth and 25% of loan amount is provided as a subsidy by the State Government.
II. Self Employment Motivation – cum- Awareness camp
Keeping in view this general aversion towards self employment, Directorate of Employment, W.B has ventured into this new path of Entrepreneurial Development Programme throughout the State, using the network of Employment Exchanges, with a two-fold objectives:
• To make the unemployed youth aware about the prospect and necessity of becoming self employed in the present employment market scenario.
• To provide the prospective entrepreneurs some pre-requisite information and guidance about some aspects of self employment like preparation of scheme, marketing strategy, banking requirements etc.
Such programmes are being organised in collaboration with RSETI (Rural Self Employment Training Institute) of various Nationalised Banks.
B.4 Computerisation of Employment Exchanges
All the Employment Exchanges of the State are connected to the internet through broadband and the data of the registered job-seekers of the State have been digitized through a National web portal developed and maintained by NIC, Delhi under supervision by the Directorate General of Employment & Training, Government of India
B.5 Employment Market Information (EMI)
This function of Employment Exchanges ensure the enforcement of The Employment Exchange (Compulsory Notification of Vacancies) Act ,1959 and the Rules framed thereafter which provided:
a. The Compulsory notification of all vacancies by all Public Sector Establishments and all Private sector Establishments which employees at least 25 persons.
b. The submission of quarterly ER-I and biennial ER-II returns by such establishments on the basis of which the periodic Employment Market Report, Area Report are prepared at district level and State Employment Market Report is prepared from the Area Market Reports which gets transmitted to the Government of India for compilation at the National level for ultimate use by different agencies of the Government including the planning Commission.
B.6 Vocational Guidance Programmes
It is a constellation of services concerned with educational, vocational, personal etc. aspects of a person in quest of job. It involves guiding the job seekers on the problems related to choice of vocation vis-à-vis existing opportunities and threats in the Employment Market. It includes evaluation of strength and weakness and making the jobseekers aware of his potentialities and shortcomings and help him/ her in preparing the vocational; plan accordingly. It includes Career Talks, Career Conferences etc
B.7 Exempted Category (EC) Cell
The Exempted Category (EC) Cell under the Directorate of Employment enrolls the names of candidates under four categories :
(i) Land losers
(ii) Election Job-Workers
(iii) Ex-Census Workers (1981 & 1991 Census Operation) and
(iv) Meritorious sportsmen, for sponsoring of those candidates against posts reserved in State Government vacancies for EC Candidates.

Detail of the jobs (including all fields on which search will operate) are required to be posted through this option, if any Employer wants to get list of job-seekers as per the criteria posted. A job-ID will be generated with search result.
Against each post, an Employer / Placement Agency can get a list (full view) consisting of a pre-decided number ( 1: 30) of job-seekers only. If any search criteria posted by the Employer / Placement Agency results to a huge number of job-seekers, a ‘limited-view’ list will be shown, out of which the Employer / Placement Agency has to reach that pre-decided number through provisions of ‘Filter the list’ and ‘sorting by age’ options
JOB LISTING
The Employer / Placement agency will be able to view all jobs posted by them alongwith the search result.
RESUME SEARCH
Before posting a job and getting a list through search engine, an employer or Placement Agency can go to this option and check whether job-seekers are available as per criteria they are going to post.
VIEW / UPDATE PROFILE
1. An Employer can view the profile after getting user ID and password. If any updating of profile is required, the Employer / Placement Agency can send the change request to the Central Management Cell, Employment Bank using the provision kept for this specific purpose
2. The Employer / Placement Agency, however, will not be able to change Information like: organisation name, organisation type, Industry, documents uploaded etc.
SELECTION REPORTING
After getting list of job-seekers through Employment Bank, if the Employer recruits any job-seeker from the list or if the Placement Agency arranges for placement of any job-seeker from the list, selection reporting can be done through this menu. The Employer has to mention the Job-posting ID and the Enrolment Number of the Job-seeker and the Placement Agency has to mention the same information alongwith the name of the Employer where the job-seeker is posted.

The Employment Service came into existence in India under the stress of post World War mobilisation. Till the end of 1946 Employment Service facilities were restricted to mobilisation service personnel and discharged war workers. In 1947, consequent upon the partition of India the Employment Services were called upon to deal with the resettlement of large No. of displaced persons from Pakistan, Cylone, Nepal, Burma etc. with the effective co-ordination of uniform policies & guidelines issued by the Directorate General Employment & Training under the Central Govt. on the recommendation of Sri Shiva Rao Committee setup by the D.G.E.T., New Delhi, the structure of the organization and diversification of its functions in the field of Occupational Research, Vocational Guidance and Employment Market Information changed. As per the recommendation of the Committee the day to day administration of the organization was handed over to the state Governments which started from 01-11-1956 but the guidelines of the D.G.E.T. for smooth running and functioning of the Employment Exchanges throughout India still exist.

Vocational Guidance
With the object of seeking Employment and self Employment, the unemployed Youths approach the Exchanges for assistance. After they report to the Exchanges, the Youths are suitably guided to choose their careers as per available tools in the Exchange. The pre-registration guidance talks are delivered to the willing candidates for registration. After this discussion with homogeneous groups of applicants are held according to their education level & experience for jobs under the leadership of Employment Officer (V.G). A running record of group discussion is maintained in VG-64.
In this way, other items of individual Information, Individual guidance (Counseling), Counseling Interview, case studies as required are carried out. Besides these career talks in Schools, Colleges are delivered to disseminate Occupational information for which running records in VG-66 is maintained. In this respect, State Vocational Guidance Unit situated at the Directorate helps in getting the up-to-date dissemination of Information Publishing career Literature, pamphlets etc.
Registration Work
After Pre-registration and the Group discussion the willing candidates are allotted specific standardized codes, commonly known as N.C.O. (National Classification of Occupational based on their educational, Training or experience certificated produced. During registration individual Ration Card and age proof certificate of the candidate is a must and the candidate must have to report in person. Then the candidates are supplied with relevant Bio-data Forms (X-1) at the concerned counter of the Exchange. The candidates fill up those forms with the instructions of the Employment Officer or Supervisor instructed with the Job. If the Bio-data filled in by the candidates are found to be O.K. they are registered in the Exchange inserting Sl. No. (Registration Number) against a specific Code (N.C.O) by issuing Identity Card (X-10B) to them. There after the details of the registrations done every day are written in a permanent Register called X-63 having all details of the candidates with signature of the Employment Officers. After this job all the Bio-data forms (X-1) of the candidates are properly filed/kept in a steel or Wooden Cabinet as available.
Vacancy Work
In the year 1959 COMPULSORY NOTIFICATION OF VACANCIES ACT (C.N.V. ACT) was enacted by the parliament under which all Employers having total No. of Employers of at least 25 No. in the Private Sector are required to notify the vacancies in a standard format arising at their establishments to the nearest employment exchange at least one week before the recruitment. All establishments under the Public sector are required to notify the vacancies (in a standard format) to the Exchange.
After receipt of the vacancies at the Exchange the same are entered into a vacancies order register (X-64) as early as possible to take submission action. After this the vacancy Officer (Employment Officer dealing with the vacancy) selects from live register/cabinet, suitable candidates on the basis of registration, age, qualification, seniority of registration and as well as maintaining the existing rules of submissions.
According to requisition of the employer, the candidates are called up at the Exchange to seek their willingness through X-43 forms. After taking the candidates willingness, verifying valid renewal, age, qualification etc. the list of such willing & suitable candidates generally in the ratio 1 : 20 is sent to the Employer within the schedule time as far as possible. In some cases the candidates (selected) are also guided to appear before the selection committee on a specific dates as desired by the Employer.
If no reply is received from the Employer after a considerable time from the date of sponsoring, the Employers are contacted over telephone or by letter to get the result of selection as well as seeking the duplicate list of submission to be sent back by them after authentication. Those candidates who get Employment are requested to report their respective office to struck off forthwith their names and registration from the Live Register and a placement report is sent to the Govt. accordingly.
Renewal of Registrations
Registrations of the candidates are renewed at the Exchange after they report with the individual Ration Card & the Exchange Registration Card. At present the validity of registration of any candidate is 10 years. Any person on behalf of any candidate can renew the registration on production of original Ration Card & the Exchange Identity Card (X-10B) of the candidate. Renewal are also allowed on medical ground and on production of medical certificate from the concerned authority.
SESRU (Self Employment Scheme for Registered Unemployed)
With a view to assisting the registered candidates, Govt. of West Bengal has introduced a self Employment scheme from 1985. There are some eligibility criteria of the scheme. The usefulness of the scheme is that there is no educational bar for seeking employment assistance under the scheme as compared to all other self employment schemes being utilized through other agencies in the State.

Employment Market Information (EMI) Programme
After enacting of Compulsory Notification of Vacancy Act 1959, the rules for implementation of the Act is also known as CNV Rule 1960 was passed by the Govt. of India. The rule states that the concerned employers have to notify the vacancy to their respective and nearest Employment Exchanges. Besides they have to render returns regarding their Employees details and any recruitment in a quarter-year made by them in the form ER-I & ER-II within a schedule time. ER-I return relates to the quarterly reports and ER-II reports bi-ennial period (one year for public sector and two year for private sector)
In order to enforce the implication of the Act the State Government in West Bengal has earmarked more than 30 Employment Exchanges throughout all over West Bengal called EMI (Employment Market Information) unit who collect the information in ER-I and ER-II forms. Barrackpore Employment Exchange is one of the 30 Employment Exchanges who also serve the purpose of EMI unit in the district of North 24 Pgs. The Directorate of Employment compiles the information of the State called SEMI (State Employment Market Information) units and sends its report to the D.G.E.T (Director General of Employment & Training) New Delhi. Thereafter D.G.E.T compiles SEMI units information received from all over States of India basis and sends its report to the Planning Commission of India for publication. The data of EMI such collected helps the Planning Commission of India for allocating financial resources and as well as policy making in the five year plans for the economic, social, cultural, educational, employment generation and development of the whole country.
Unemployment Assistance Scheme
Since the Left Front Govt. came into power in the year 1977, this scheme was introduced for the registered unemployed youths in the year 1978. There is some eligibility criteria under the such scheme wherein each eligible unemployed youth registered his name with his respective Employment Exchanges as unemployed are paid Rs. 1,800/- in 3 years. Subsequently the scheme was postponed and revised in 1985 while it was decided to pay Rs 1,200/- to each eligible candidate. Thereafter the scheme was again revised and it was decided to pay Rs. 2,500/- as one time lump sump amount to each eligible candidate. That revised scheme of Rs. 2,500/- was once paid in 1999 and thereafter kept in abeyance as yet.
The establishment of Sub-Regional Employment Exchange, Barrackpore has been functioning in two different premises, one at Shantibazar (ph no. 25920051) and the other at Mondalparab (ph no. 2592-0050) near Barrackpore Station.

Procedure Followed by Employment Exchanges in Sponsoring Candidates, Registration etc.
Employment Exchanges under Directorate of Employment of Labour Department, Govt. of West Bengal are entrusted with the registration of job seekers and sponsorship of names against notified vacancies along with other work viz. Vocational Guidance, collection of Employment Market Information, Self-Employment Programme. As per provision of Employment Service Manual and also instructions issued by the Govt. of West Bengal vacancies are notified to the Employment Exchanges following the Employment Exchanges (Compulsory Notification of Vacancies) Act and Rules made there under.
As per executive instruction of Govt. of West Bengal (circular no. 5120(60)-L.W. dated 17.10.77) issued by the Chief Secretary to the Govt. of West Bengal all vacancies arising in the State Govt. establishment, its undertakings and Local Bodies where recruitment are not made through Public Service commission are by way of normal promotion or by absorption of personnel declared surplus by Government shall as a rule be filled up through Employment Exchanges. Recruitment of teaching staff of Govt. aided Secondary Schools including Junior High Schools and Madrasah are presently made through School Service Commission by way of calling application through Newspaper Advertisement, Holding Competitive examination and Interview periodically every year.
Primary School Teachers vacancies are presently also filled up through District Primary School Councils calling candidates particulars registered in the respective District Employment Exchanges having minimum Madhyamik Passed or equivalent qualification along with Junior Basic Trainings or its equivalent from a Govt. recognized Institutions.
Similarly, the vacancies of Sub-Inspector of Police and Sergeant particularly in Kolkata Police are now filled up directly by the Police Department Head Quarters giving vide publication in the daily newspaper etc. holding examinations and Interview followed by standard physical fitness criteria for Police personal recruitment as per rule.
Vacancies in Kolkata Constable Police, West Bengal Police (Constable) and Armed/Unarmed police (Constable) are filled up by calling particulars of suitable and willing candidates from respective areas of Employment Exchanges subject to standard physical fitness and measurement required for recruitment in Police force as per rule.
Selection Procedure
1. Names of unemployed persons are forwarded to the employers by Employment Exchanges generally in order of seniority of registration i.e. to say on the basis of the length of the period of enrolment. Idea is that where other factors and requirement in respect of qualification are identical priority in the matter of sponsoring is to be given to those candidates who enroll their names earlier unless they are already been given adequate chance of sponsorship or are already employed in comparable scales.
A) In Case of Central Govt. Vacancies
Selection may be made in accordance with minimum qualification as prescribed. Applicants having higher qualification may also be considered on the basis of common seniority of registration. In case the employer prescribed the desirable qualification for the post and indicated clear preference for applicants possessing higher qualification or experience of particular type only such applicant who possess desirable qualification or experience, as the case may be, should be sponsored.
B) In Case of State Govt. Vacancies
The selection process starts with minimum requirement. An applicant having desirable requirement/qualification may be considered only when he is within the zone of consideration on the basis of concurrent seniority of registration.
Legality of sponsorship based on essential qualification has also been upheld by the Hon’ble High Court in an order dt. 22.11.90 passed by His Lordship Hon’ble Mr. Justice Manoj Kumar Mukherjee in C.O. No. 5412(W) of 1989 (Directorate of Emp. No. 1R-106/89/20498-605A dt 09-09-1991). 1R-179/90
Candidates belonging to reserved categories may also be sponsored against unreserved vacancies if they fall within the purview of selection on the basis of their concurrent seniority of registration.

Principle of Rotational Exclusion
While selecting candidates for sponsoring against vacancies, a candidate has to be excluded from selection for a period of one year/two years if he/she already gets sponsorship for less than three times/more than three times respectively. This principle of rotational exclusion is applicable only in case of surplus category candidates that means where the number of suitable candidates are large in the Live Register.
Ratio of Submission Against Notified Vacancies
Following procedure are observed:-
a) Against one vacancy names of 20 candidates are sponsored (Directorate of Employment serialized Instruction No.2/90).
b) For every 20 names sponsored ratio between able-bodied candidates and physically handicapped candidates should be 18:2 (Directorate of Employment No.3E-3/Mid/94/10284-374A dt. 3.4.95).
c) For vacancies for Police constable (State Govt.) Names should be sponsored at the ratio 1:15 (Directorate of Employment Serialized Instruction No.2/90).
d) Beneficiaries of any self-employment scheme launched by State Govt. or Central Govt. should not be considered against any vacancy. (Directorate of Employment Serialized Instruction no.4/85).
Crucial Date for Determining The Age of Candidates While Making Selection
The last date upto which employment exchange is asked to submit the names in each case. (Employment Exchange Minutes 6/86).
The principle should be applicable in case of Central Government Vacancies as well as vacancies circulated by Central Employment Exchange.
In case of vacancies under Govt. aided Private Schools, State Govt., its undertakings and Local Bodies age should be calculated as on the first date of the year of recruitment. (Directorate of Employment Serialized Instruction No. 1/95).

Procedure for allowing original seniority of registration in respect of alternative occupation
When an applicant originally registered at an Employment Exchange is re-registered for another occupation on acquiring additional qualification or experience, he/she is allotted a new registration number retaining the previous occupation as an alternative occupation with seniority from the date of original registration.
Suppose a candidate registered himself/herself in the year 1990 as M.A. passed when a registration No. of 1990 was allotted to him/her. In the year 1995 he/she added his/her B.Ed. qualification or other experience. Their he/she would be registered in the year 1995 as B.Ed. passed candidate and he/she old registration seniority of 1990 as M.A. passed candidate and benefit of registration for M.A. qualification would be allowed to him/her w.e.f. 1990.(Employment Exchange Minutes 3/83).

B. Activities under the Directorate of Employment
B.1 Placement Activity
The Directorate of Employment through its network of Employment Exchanges used to act as the premier placement agency mainly for non-PSC vacancies arising in state Government establishments and undertakings. The scope has been reduced following decisions by the judiciary directing compulsory open advertisement for filling up of vacancies. Such placements have further been reduced as the vacancies are now being filled up through Service Commissions.
Meanwhile, job opportunities in the private sector have been outpaced those in the State sector creating, among other things, some skill mismatches, or a demand and supply gap, in the employment market.
Employment Bank aims primarily at enhancement of placement opportunities of the job-seekers and secondarily at removing the skill mismatch.
B.2 Skill Development Initiatives of the Directorate
I. Scheme for Skill Development for the Registered Job-seekers.
a) Skill development training is provided to the job-seekers registered with the Employment Exchanges for at least 2 years and who are not less than 20 years of age, in Institutes enlisted under the Scheme on some specified courses. Government bears 50% of the course fee or Rs. 5000/- whichever is less and the remaining portion of the course fee is paid by the trainee.
b) Mock Tests for various competitive examinations are organised free of cost to make the job-seekers aware about their strength & weaknesses
c) Special Coaching for various competitive examinations are organised free of cost to help the job-seekers prepare for such examinations
d) Career Corners equipped with career related books and magazines at all Employment Exchanges (except Raniganj and Barrackpore Employment Exchanges).

e) Test of Competencies & Certification - Most of the Workers working in the Unorganised sectors acquire their skill informally and do not possess any certificate in support of their skill. This activity targets enhancing employability of such group by certification of their skill after a test of competency.
f) Development of Persons With Disabilities - First the ‘Residual Mental and Physical Abilities’ of the persons would be assessed and then on the basis of that assessment special skill training would be provided to them through enlisted institutes.

II. Skill Training for the Domestic Workers
Objective of the activity is to develop / upgrade the skill of such individuals in handling various domestic appliances through a 3-days ‘proshikkhan shibir’ and promote awareness regarding safety, first-aid etc. among them. Stipend of an amount Rs.100/- per trainee per day is provided.
III. Skill Development for the Workers in the Locked Out Industries
Skill of the workers, who were provided with financial assistance under the FAWLOI scheme of the Directorate of Labour, would be upgraded with an objective to make the workers of the locked-out industrial units of the State employable.
An amount of Rs.12, 000/- per worker (maximum) will be paid by the Government towards cost of training. The incumbent will not bear any portion of the course fee.
IV. Special Coaching for the aspirants of the Defence jobs
Objective of the initiative is to enhance the placement rate of the youth of the State by providing guidance and training to the aspiring youth through Residential Training Camps of 5-days duration prior to the “Recruitment Rallies” or selection tests conducted by the armed force.

B.3 Self Employment Promotion Initiatives
Udiyaman Swanirbhar Karmasansthan Prokolpo (USKP)
The Government of West Bengal introduced a new self- contained scheme successor to SESRU -85, called “Udiyaman Swanirbhar Karmasansthan Prakalpa (USKP)-2008” and also “Udiyaman Swanirbhar Karmasansthan Joutha Prakalpa (USKJP)”, where it involves more than one recipient of subsidy.
The objective of the scheme is to assist validly registered unemployed youth to take up economically viable projects by providing subsidy from the State Government and credit on easy terms from banks and financial institutions. Under the USKP, a loan amount up to Rs.50,000/- per person is provided to the registered unemployed youth and 25% of loan amount is provided as a subsidy by the State Government.
II. Self Employment Motivation – cum- Awareness camp
Keeping in view this general aversion towards self employment, Directorate of Employment, W.B has ventured into this new path of Entrepreneurial Development Programme throughout the State, using the network of Employment Exchanges, with a two-fold objectives:
• To make the unemployed youth aware about the prospect and necessity of becoming self employed in the present employment market scenario.
• To provide the prospective entrepreneurs some pre-requisite information and guidance about some aspects of self employment like preparation of scheme, marketing strategy, banking requirements etc.
Such programmes are being organised in collaboration with RSETI (Rural Self Employment Training Institute) of various Nationalised Banks.
B.4 Computerisation of Employment Exchanges
All the Employment Exchanges of the State are connected to the internet through broadband and the data of the registered job-seekers of the State have been digitized through a National web portal developed and maintained by NIC, Delhi under supervision by the Directorate General of Employment & Training, Government of India
B.5 Employment Market Information (EMI)
This function of Employment Exchanges ensure the enforcement of The Employment Exchange (Compulsory Notification of Vacancies) Act ,1959 and the Rules framed thereafter which provided:
a. The Compulsory notification of all vacancies by all Public Sector Establishments and all Private sector Establishments which employees at least 25 persons.
b. The submission of quarterly ER-I and biennial ER-II returns by such establishments on the basis of which the periodic Employment Market Report, Area Report are prepared at district level and State Employment Market Report is prepared from the Area Market Reports which gets transmitted to the Government of India for compilation at the National level for ultimate use by different agencies of the Government including the planning Commission.
B.6 Vocational Guidance Programmes
It is a constellation of services concerned with educational, vocational, personal etc. aspects of a person in quest of job. It involves guiding the job seekers on the problems related to choice of vocation vis-à-vis existing opportunities and threats in the Employment Market. It includes evaluation of strength and weakness and making the jobseekers aware of his potentialities and shortcomings and help him/ her in preparing the vocational; plan accordingly. It includes Career Talks, Career Conferences etc
B.7 Exempted Category (EC) Cell
The Exempted Category (EC) Cell under the Directorate of Employment enrolls the names of candidates under four categories :
(i) Land losers
(ii) Election Job-Workers
(iii) Ex-Census Workers (1981 & 1991 Census Operation) and
(iv) Meritorious sportsmen, for sponsoring of those candidates against posts reserved in State Government vacancies for EC Candidates.

If any search criteria posted by the Employer / Placement Agency results to a huge number of job-seekers, a ‘limited-view’ list will be shown, out of which the Employer / Placement Agency has to reach that pre-decided number through provisions of ‘Filter the list’ and ‘sorting by age’ options

Before posting a job and getting a list through search engine, an employer or Placement Agency can go to this option and check whether job-seekers are available as per criteria they are going to post.
VIEW / UPDATE PROFILE
1. An Employer can view the profile after getting user ID and password. If any updating of profile is required, the Employer / Placement Agency can send the change request to the Central Management Cell, Employment Bank using the provision kept for this specific purpose
2. The Employer / Placement Agency, however, will not be able to change Information like: organisation name, organisation type, Industry, documents uploaded etc.
SELECTION REPORTING
After getting list of job-seekers through Employment Bank, if the Employer recruits any job-seeker from the list or if the Placement Agency arranges for placement of any job-seeker from the list, selection reporting can be done through this menu. The Employer has to mention the Job-posting ID and the Enrolment Number of the Job-seeker and the Placement Agency has to mention the same information alongwith the name of the Employer where the job-seeker is posted.
1. Job seekers have to fill all compulsory fields (indicated by * mark)
2. Mobile and e-mail will play an important part in this portal. All information will be delivered through sms / email. Such information will be missed if you do not give neither of the two. In case of any change in mobile No. or email ID please update your profile accordingly.
3. Select S/C, S/T, OBC etc only if you have certificates in support of the same.

CHANGE YOUR PASSWORD / FORGET PASSWORD
For change of your password go to this menu and follow the instructions. If you forget your password and are unable to recover it go to your nearest Employment Exchange for assistance.
JOB-SEARCH
You can search jobs by location, by qualification and by sectors at present. If the place of employment is within West Bengal, jobs can be searched upto the district level. If the place of work is outside the State, jobs can be searched upto State – level only.
VIEW / UPDATE PROFILE

2. You cannot change inputs in the fields like : Name, Father’s / Mother’s Name, Date of Birth, qualification / experience (already entered ones)
3. You can update your profile in the fields: Mobile No. / email, address, language proficiency, physical measurement, experience detail (can add new) etc without verification by the Employment exchange
4. You can update fields like - Qualification detail (can add new), caste/OBC, Physically Challenged subject to verification by the Employment Exchange again :
ALREADY REGISTERED WITH EMPLOYMENT EXCHANGES?
He/she can update the record and enrol for Employment Bank by giving inputs to the Registration Number (as written in his / her Employment Exchange Identity Card) and Date of birth (in DD/MM/YYYY format) field.
No validation by Employment Exchange is required in this case.
If any additional qualification is required to be entered, do so by using ‘Add New’ option below the qualification table. In this case verification by the Employment Exchange will be required.
