The Commission comprises of a director and ten individuals. The terms and states of administration of administrator and individuals from the Commission are represented by the Union Public Service Commission (Members) Regulations, 1969. The Chairman and different individuals from the UPS (Union Public Service Commission) are designated by the President of India. In any event half of the individuals from the Commission are Civil Servants (working or resigned) with least ten years of experience either in Central or State administration.
