Union Labour Ministry Reports Five States Not Publishing Labour Code Drafts

• Four out of 28 states and eight Union Territories have not yet published draft rules for the 2019 Code on Wages.

• Five states have not released draft rules for the Industrial Relations Code, the Code on Social Security, and the Occupational Safety, Health and Working Conditions Code, passed in 2020.

• The Ministry is in discussions with Central trade unions and states on implementing the Labour Codes.

• Union Minister of State for Labour Shobha Karandlage stated that 32, 31, 31 and 31 States/Union Territories have prepublished the draft rules.

• The ILO’s Global Report Trends for Youth, 2022, reported a 15.6% global youth unemployment rate in 2021.
