    • Kerala, a region with a unique “rurban” landscape, is facing rapid urbanisation and climate stress.

    • The Kerala Urban Policy Commission (KUPC) was established in December 2023 to design a 25-year urban roadmap that views cities as organic, climate-aware ecosystems.

    • The commission conducted 33 studies covering land-use patterns, water systems, finance flows, and civic health.

    • The commission held 53 district-level stakeholder dialogues, involving mayors, NGOs, unions, resident associations, gig workers, and panchayat members.

    • The final report, spanning 10 thematic pillars, was submitted to the State in March 2025.

    • Key recommendations include climate and risk-aware zoning, a digital data observatory, green fees and climate insurance, municipal and pooled bonds, governance overhaul, specialist cells, place-based economic revival, and commons, culture, and care.

    • The report emphasizes the fusion of local narratives and data systems, with policies co-produced with citizens.

    • The KUPC is the first State-level commission built for sub-national realities and not recycled from national frameworks.

    • The report calls for the emancipation of public finance through municipal bonds and green levies, and re-defines governance from passive bureaucracies to dynamic election-led city cabinets.

    • The KUPC offers lessons for other States, including mandating a time-bound commission, combining technical data with lived experience, empowering local bodies with green levies, bonds, and risk premiums, and incorporating youth and specialists in governance.

    • The KUPC rewired the DNA of how a State conceives its cities and towns, entwining climate awareness, community narrative, financial empowerment, digital governance, and identity economy into a living document-functional plan.
