Ahead of Muttaqi’s arrival, India moves closer to acknowledging the Taliban

• The Indian government is moving closer to formally recognizing the Taliban with the upcoming visit of Amir Khan Muttaqi, Acting Foreign Minister of Afghanistan.

• Mr. Muttaqi, listed as a banned terrorist by the UN, has been granted special permission to travel to India for a five-day visit.

• He will receive full protocol as a visiting Foreign Minister and is scheduled to meet with External Affairs Minister S. Jaishankar on October 10.

• There is speculation that India might grant de facto recognition to the Taliban during this visit; however, former diplomats caution against any unapproved actions by the UN.

• Concerns have been raised by an anti-Taliban former Afghan Minister regarding the visit potentially exacerbating regional rivalries.

• The visit follows attendance by India’s Ambassador to Russia at the Moscow Format Consultations, where Mr. Muttaqi was present alongside other delegates, indicating a shift in the Taliban’s engagement on the international stage.

• No other country has recognized the Taliban government since their takeover in August 2021, and previous Taliban representatives attended meetings as observers only.
