The Supreme Court has directed states and union territories to develop road safety standards within six months

• The Supreme Court instructed all States and Union Territories to create comprehensive road safety rules within six months.

• Key aspects to be included: pedestrian protection, helmet compliance, wrong-lane driving, unsafe overtaking, dazzling LED headlights, and unauthorized use of strobe lights and hooters.

• The rules are to be framed under Sections 138(1A) and 210-D of the Motor Vehicles Act, 1988.

• Section 138(1A) allows regulation of pedestrian movement on public roads, while Section 210-D concerns road design and maintenance standards.

• The Court emphasized the need for safe pedestrian crossings, citing over 35,000 pedestrian fatalities in 2023, and over 54,000 deaths among two-wheeler riders due to helmet non-compliance.

• The directions were in response to a public interest litigation by surgeon S. Rajasekaran, highlighting the serious road fatality rates and negligence of State authorities.

• The Court linked pedestrian safety to broader goals, including accident prevention, inclusive mobility, and environmental concerns, criticizing lane discipline failures.

• It also mandated strict enforcement of helmet laws for all riders and passengers and stated it would continue to monitor compliance with its directives.
