• The plan will be in line with a recent one prepared by Tamil Nadu.

• Kerala’s coastline and proximity to the international shipping channel pose high risks of oil spills.

• A Bengaluru-based agency will prepare the plan, defining standard operating procedures for different agencies.

• A seven-member core group and oil spill crisis management groups have been formed at the State, district, and local levels.

• Local and district committees have not actively involved local self-government institutions, causing criticism.
