Bihar Electoral Roll Deletion: 65 Lakh Excluded Voters’ List

• 65 lakh voters, out of 7.89 crore registered electors in Bihar, were excluded from the draft roll despite their names appearing in the voters’ list.

• The court ordered the Electoral Commission (EC) to publish the list of excluded voters and reasons on the websites of District Electoral Officers (DEOs) across Bihar.

• Physical lists must be displayed on notice boards of booth level officers (BLOs) and block development/panchayat offices for manual access.

• The EC was asked to provide the Bihar Chief Electoral Officer with soft copies of the list, which should be displayed on his official website.

• Wide publicity was required by issuing a “layman-friendly” public notice in vernacular and English newspapers, radio, TV, and authorised social media platforms about the publication of the list.

• The EC was ordered to compile proof of compliance from BLOs/DEOs and place a collated status report before the court on August 22, the next date of hearing.

• The list and reasons should be searchable by typing in the EPIC number of the concerned voter.

• The interim order will play a pivotal role in future disputes regarding SIR exercises in other States
