Flood-Proofing in Punjab: A Year-Round Exercise

• Punjab has experienced floods for the second time in three years, causing destruction and threatening the state’s economy.

• The state has experienced floods in 2019, 2023, and 2017, with extreme rain events leaving Mohali, its education and start-up hub, under water.

• The state’s riverbeds have risen by 5 to 12 feet due to siltation, reducing their water-carrying capacity to a third.

• Embankments, or dhussi bundhs, are often weak and poorly maintained.

• The Ravi breached its bundhs at 42 places this year, the highest ever recorded.

• The Bhakra, Pong, and Ranjit Sagar dams were pushed to their limits by heavy inflows from Himachal Pradesh.

• The government needs to move beyond firefighting to plug glaring holes in its flood-prevention strategy.

• The choice is between spending colossal sums on relief and rehabilitation every few years or investing a fraction of that in prevention.
