• Thousands gathered early, leading to severe congestion when Vijay’s convoy arrived, and the crowd had to make space for it.

• The gathering, which coincided with evening wage payments for textile workers, became chaotic around 7:20 p.m., leading to fainting among attendees.

• Emergency services were activated, but by nightfall, dozens were reported dead, many victims being young adults aged 18-30.

• National guidelines on crowd management, released by the Bureau of Police Research and Development in June 2025, emphasized scientific crowd control practices, which include risk assessment and real-time monitoring.

• Following similar tragedies, states have begun implementing laws and guidelines for crowd management at events, though many remain advisory.

• The Uttar Pradesh Disaster Management Authority and other states have introduced guidelines for religious and political gatherings to improve safety.

• Techniques to manage crowds include monitoring density, avoiding bottlenecks, and ensuring individuals know how to navigate a crowd safely to avoid fatalities.
