  • Kerala’s Draft Elder Policy: Zero-Tolerance Approach

    • The Kerala State Policy for Elder Persons, 2025 proposes a zero-tolerance policy to address elder abuse, neglect, and exploitation.

    • The policy includes new legislation, enhanced grievance redressal systems, and public awareness campaigns.

    • It includes a system modeled on ‘Jagratha Samithi’ to protect the rights of the elderly and monitor abuse, neglect, and exploitation.

    • The policy also includes one-stop centres, temporary shelters, counselling services, fast-track justice systems, mediation services, and public awareness campaigns.

    • The policy prioritizes the needs of economically and socially vulnerable elderly, fostering healthy ageing, financial security, inclusivity, and equitable access to resources.

    • The policy will replace the State Policy for Senior Citizens, 2013, and will adopt a life-cycle approach to foster active and productive ageing.

    • A state-level skill registry will be established to connect elders with suitable employment opportunities.

    • Elder-inclusive recruitment policies and flexible work arrangements will be promoted.

    • The elderly will be encouraged to share their knowledge and mentor younger generations.
