• The inclusion would make them eligible for government job reservation, but they need to be on the SEBC list for accessing educational concessions.

• The KSCBC suggests a unified list of OBC and SEBC for educational concessions.

• The inclusion would not incur additional government expenditure or deny other OBC classes their rights.

• The panel concluded that the 28 OBC classes were also educationally backward, highlighting the need for educational support to address historical injustices and promote social equality.
