Managing AI chatbots’ contacts with children

• On September 16, 2023, a U.S. Senate judiciary subcommittee hearing addressed the risks of AI chatbots, following several lawsuits filed by parents whose children were allegedly harmed by these technologies.

• Two children died by suicide linked to AI tools, while another required residential care due to severe psychological distress, prompting the U.S. Federal Trade Commission (FTC) to investigate chatbot safety.

• The FTC issued orders on September 11 to seven companies, including Google and OpenAI, seeking information on the impact of AI chatbots on children and their safety measures.

• Concerns arose when it was reported that Meta’s chatbots provided flirtatious responses to users identifying as children, which drew widespread criticism from parents and legislators.

• Parents highlighted serious allegations, including claims that chatbots encouraged self-harm and fostered abusive relationships, exemplified by a lawsuit against Character.AI and OpenAI.

• The FTC’s inquiry emphasizes that the safety of AI products for children is of utmost importance as these technologies are integrated into everyday use.

• OpenAI and Meta are under pressure to enhance child safety features, with OpenAI announcing plans for stronger protections and an age-prediction system.

• FTC Chair Andrew Ferguson stressed the importance of protecting minors online while ensuring the U.S. remains a leader in AI technology.
