• Mallojula Venugopal Rao, alias Sonu, and 60 other Maoist cadres surrendered in Gadchiroli, Maharashtra, marking a significant shift in Left Wing Extremism in India.

• The surrender is a result of a multi-pronged strategy to tackle the “greatest internal security threat” to India.

• The crackdown by security forces has kept Naxals on the back foot, with a 48% drop in incidents of Maoist-reported violence between 2013 and 2023 and a 65% decline in related deaths.

• Rao’s surrender shows gains on the political-ideological front, with a call for the “cessation of armed struggle” marking a major shift.

• The Centre’s surrender policy and trust in the process have played a part in this shift.

• From 2024 to October 2023, 1,850 Maoists laid down arms, a figure that was around 800 in 2022 and 2023.

• The Centre has set March 2026 as the deadline to “eradicate Naxalism”, with security forces pushing deeper into Maoist strongholds.

• Victory may be declared when former violence and armed struggle votaries fight shoulder to shoulder with all political parties and struggling organizations on public issues without resorting to violence.
