PM Modi’s Visit to Manipur: A Potential Resolution

• The ethnic conflict in Manipur has been hindered by structural issues such as de facto segregation of the Meiteis and Kukis, and re-militarisation by both communities.

• The Ministry of Home Affairs announced the renewal of the Suspension of Operations agreement with Kuki militant groups and the decision to open National Highway-02.

• Previous initiatives have either failed or stalled, with the SoO agreement requiring a mutual suspension of operations between armed forces and tribal militant groups.

• The renewed terms of the SoO tighten compliance conditions, including physical verification, photo identification cards, and reporting to local police stations.

• Discontent among both the Meiteis and Kukis is evident, with COCOMI condemning the renewal of the SoO agreement, the Kuki-Zo Council insisting on maintaining buffer zones, and the United Naga Council announcing a “trade embargo” to protest the fencing of the India-Myanmar border and the scrapping of the Free Movement Regime.

• The new agreement needs to serve as the basis for a political dialogue to address the deeper issues sustaining the conflict.
