• The Supreme Court questioned the power of Governors to withhold assent, particularly when a State Bill violates democratic principles or fundamental rights.

• Senior advocate Kapil Sibal argued that the same power could apply to the President of India under Article 111.

• The Solicitor General argued that a Governor had four options under Article 200: granting assent, withholding assent, and returning the Bill to the State Assembly.
