Telangana Passes Bills for 42% Backward Classes Reservation

• The Telangana government has passed two bills, the Telangana Municipalities (Third Amendment) Bill, 2025 and the Telangana Panchayat Raj (Third Amendment) Act 2025, to implement a 42% reservation for Backward Classes in local elections.

• The quota was determined based on a socio-economic caste survey conducted across all households in the State.

• The reservation for SC and ST communities was proportionate to their population, while the reservation for Backward Classes was subject to the condition that total reservation for SC, ST and Backward Classes should not exceed 50%.

• The government conducted a survey to gather comprehensive data on the nature and extent of backwardness among Backward Classes.

• Opposition members, including Bharat Rashtra Samithi (BRS) and BJP, raised queries about the implementation of the reservation.

• The government promised a budgetary allocation of ₹1 lakh crore for Backward Classes in five years, but no steps have been initiated so far.
