    • The Supreme Court questioned the Governor’s “gross” concerns over 12 Bills sent to him for assent.

    • The Bills, primarily related to higher education and Vice-Chancellor appointments, were sent by the State Legislature between January 2020 and April 2023.

    • The Governor sat on the Bills indefinitely, with two referred to the President and the remaining 10 withheld.

    • The State Assembly re-passed the Bills in a Special Session and sent them again to the Governor for assent.

    • The President assented to one Bill, rejected seven, and not considered the remaining two proposed laws.
