• Bill aims to remove a Minister from office if arrested and detained for 30 days for a criminal offence.

• Aims to amend Articles 75 and 164 of the Constitution dealing with the Council of Ministers at the Union and State level.

• PM/CM’s absence from office will automatically cease from the 31st day.

• The Bill also seeks to amend Article 239AA with similar provisions for the National Capital Territory of Delhi.

• Amendments require a two-thirds majority in both houses of Parliament.

• Proposed changes could undermine parliamentary democracy and give the Centre disproportionate power.

• Reports suggest 46% of MPs and 45% of MLAs have criminal cases against them.
