• The parliamentary committee recommends a ₹8 lakh income limit to address the “creamy layer” within the community.
 • The ceiling, set over seven years ago, is “low” and covers only a small segment of OBCs.
 • The committee, led by BJP MP Ganesh Singh, recommends the Union government to fix a substantially higher income limit after consulting all stakeholders.
 • The “creamy layer” concept was introduced after the Supreme Court’s Indra Sawhney judgment in 1992 to exclude “socially advanced persons/sections” within OBCs from receiving government benefits.
 • The committee also recommends the government ensure data on Central job quota implementation be included in Annual Reports and uploaded on the website.
 • The committee points out that the creamy layer income limit for OBCs is calculated differently by different State governments.
