The Supreme Court may reconsider the prohibition on crackers in Delhi-NCR and allow green fireworks for Diwali celebrations

• The Supreme Court may reconsider its April 3 order that imposed a year-long ban on firecrackers in Delhi-NCR.

• A Bench led by Chief Justice B.R. Gavai stated it would explore allowing the production and sale of green firecrackers certified by NEERI and PESO during Deepavali.

• The Chief Justice indicated a willingness to revise the 2018 Arjun Gopal ruling if necessary, balancing environmental concerns.

• The 2018 ruling allowed only “green” firecrackers with reduced emissions, prohibiting online sales and demanding these be sold through licensed traders.

• During the hearing, questions were raised about any significant changes in air quality since 2018.

• Amicus curiae Uttara Babbar reported no conclusive evidence of deterioration in air quality, noting a decrease in post-Diwali pollution with prior bans in place.

• The Solicitor-General argued there is no data proving firecrackers are major contributors to pollution spikes.

• The Centre proposed lifting the ban and permitting the sale of NEERI-approved green crackers under strict regulations, including restricting sales to licensed traders.

• The proposal suggested specific time slots for firecracker use during festivals and highlighted bans on joined or chain-linked crackers.

• Green crackers would also be permitted for weddings and private celebrations.
