    • He clarifies that a Mutawalli or the manager/administrator of a Waqf and the Waqif (donor) can only be from the Muslim community.
    • Shah emphasizes that Waqf or charitable endowment is religious, not the Waqf Board or Councils.
    • He emphasizes the importance of “donation” as it can only be of one’s own property.
    • Shah asserts that the new law is Parliament’s law, binding on everyone.
