What is the situation with Nagaland’s job quota

• On April 26, a coalition of five tribes in Nagaland issued a 30-day deadline to the Neiphiu Rio-led government to revise its job reservation policy for Backward Tribes (BTs).

• A panel was formed in September 2024 to examine the job quota, but the tribes criticized its naming.

• In 1977, Nagaland introduced a policy reserving 80% of government jobs for indigenous Scheduled Tribes, with specific provisions for 11 BTs.

• Currently, 37% of non-technical jobs are reserved for BTs, specifically divided between various tribes from eastern Nagaland.

• The Five Tribes Committee on Review of Reservation Policy (CoRRP) submitted a memorandum requesting a review of the job quota system, arguing the policy is outdated.

• CoRRP’s core demand is to either scrap the reservation policy or allocate the remaining unreserved quota to the five tribes.

• The government previously delayed reviewing the policy and maintained that any reform should follow the national Census in 2027.

• In August 2024, a Job Reservation Commission was approved, but concerns about bias arose due to representation from beneficiary non-BT tribes.

• The CoRRP criticized both the initial and subsequent commissions for their names and composition, questioning their impartiality in addressing the review.
