There are some thermal power plants like coal plants that are called baseload. If you ever cooked something on a frying pan over a charcoal fire you know it can be a little slow to increase or decrease the temperature by a large amount. If you suddenly need more heat and you already have a fan blowing air onto it, dumping in more charcoal will take some time for the new charcoal to ignite.
These are large power plants with huge boilers. If you add more heat it takes some time for the thermal mass of the plant and the water to respond. Try boiling a small and a large pot of water to see how slow it responds.
Also these plants only make money when they are selling power. They can run at lower output but they make less money. They use less fuel but the other costs like labor don’t drop so much so in most cases they make less profit that way.
