    In WBCS Examination as per latest notification by PSC WB :

    Ability to read, write and speak in Bengali is must for all candidates but not required for those candidates whose mother tongue is Nepali – vide Finance Department’s Notification No.1243-F(P) dated 02.03.2016

    This ability is generally tested at the time of interview, the last stage of the examination. You may be asked to read something, may be newspaper, in Bengali. You may be asked to write something which will be dictated by the board or something from your own. Discussion in Bengali language wil show your proficiency in Bengali. 

    Whether you will be asked or not that depends upon the board.

    If you fail to satisfy them, you will be disqualified in exam ( not that you get 0(zero)/10/20 marks out of 200/150/100 and in aggregate you pass). You will be disqualified from the game, the exam.
